Agreement: More than 20 residents to be relocated from Carlson Place – Thehour.com

State officials announced Thursday they have come to agreements allowing for new ownership and over 20 residents to be relocated from Carlson Place, a residential care home in Norwalk that has been the subject of complaints regarding its living conditions.

One agreement allows 26 residents to be relocated from the home, while the other allows for a new owner to operate the residential care home in Norwalk after a complete renovation of the facility at no cost to the state, according to a state Office of the Attorney General press release.

City resident Mark Dipetro alleged last year that there had been bed bug infestations and neglect for disabled residents, among other issues.

The state Department of Public Health ordered residents to evacuate from the home earlier this month because of unsafe conditions, the release read. Those who lived in the home started moving to a new facility the Westport Rehabilitation Complex on Wednesday, according to the release.

The Carlson Place property already has a buyer Dr. Syed Reza, who is in a pre-licensure consent order with the state, would be its new owner, according to the release.

The order itself describes extensive renovations that must be completed before a license will be granted enabling the home to resume operation as a residential care home, the release reads.

Once that license is granted, prior residents of Carlson Place will be given the opportunity to safely return home, according to the release.

This agreement ensures a safe home for every Carlson Place resident. Conditions at this property were simply unacceptable, Attorney General William Tong said in the release. This agreement gives residents the chance to remain together and safely relocate nearby while a comprehensive renovation is completed. Every resident will be given the opportunity to return to a clean, safe, and functioning home.
